E-Learning Courses ON Debt & Financial Management/ Courses for Last Quarter of 2007
ITSL is pleased to announce the availability of UNITAR online courses to the MENA region through the Information & Technology Society.
The courses are intended for a global audience of finance sector officials, debt managers, lawyers, economists from public and private sectors including officials from finance, economy and Justice ministries, banks, financial institutions, investment banks, private companies
Each course will be conducted by UNITAR over the internet and will last six-weeks. High quality training content will be provided by UNITAR for each course, which will form the basis for study, discussions, group work and individual assessments.
The learning environment will comprise participants from all over the world (developing, emerging and industrialized nations) who will have a unique opportunity to study, share, and engage in practical discussions using our discussion board facility.
Each course will be moderated by an international financial expert with global understanding of current challenges and issues. In addition, each course will aim to deepen the skills and understanding of participants as well as allow participants an opportunity to network and dialogue with other officials and participants from across the globe so as to share country experiences and good practice in financial management technical and legal issues.
Typically, each e-Learning course requires between 40 and 50 hours of study time spread over a six-week period.

| Pedagogy |
These courses are designed as an online course, conducted over the internet, in English language. Participants will be primarily responsible for their own learning. Each lesson will consist of the following components:
1) Basic Reading Materials (Compulsory Reading Materials): these materials are intended to educate the participants about the basic concepts and principles applicable to the subject-matter of the lesson. It will include, where appropriate, sample materials. These materials will constitute the required reading materials for the lesson
2) Advanced Reading Materials (Optional Reading Materials): this will consist of optional reading materials for participants who wish to learn more about the topic than what is covered in the lesson.
3) External Links: This will refer the interested participants to additional books, articles, documents, and websites that deal with the issues raised in the lesson.
4) Glossary: A glossary of terms tailored to the online course will be provided to the participants and act as a learning support during the entire course.
5) Quizzes: At the end of each lesson there will be a set of quizzes for participants to answer. These quizzes are designed to test the participant's understanding of the lesson. Participants are required to pass each quiz and obtain at least 80% or more passing grade in order to be eligible for a certificate. All quizzes will need to be taken online.
6) Community Discussion Board: There will be a community discussion board available on which participants can post questions or comments that can be seen by the instructor and the other participants. This discussion board will be moderated by the course director and UNITAR. Structured discussion strings will be posted on a weekly basis.
All successful participants will be eligible to a certificate after completion of this online course. |
| Important Notice |
All online courses will be conducted on a cost recovery basis. This will involve a fee of USD 400 per participant per course to cover operating costs and $ 50 per participant to cover miscellaneous charges, for sustainability purposes and to allow expanding program. |

In today's highly institutionalized and globalized financial markets, careful and progressive development and regulation of capital markets by developing countries and emerging economies will provide a major impetus to sustaining their development efforts and economic growth. This basic course on capital market development and regulation provides a holistic overview of the institutions and challenges facing developing and emerging economies relating to their financial sector development. The impact of too much or too little regulation on financial markets in a globalized world will be discussed and the respective roles of government and private sector presented through case studies and country examples. This course will benefit participants from the public, private, academic and developmental circles. The course is designed not only to initiate newcomers but also to provide experienced persons with practical real world understanding of financial sector development issues through building block examples, group discussions, expert input and peer-to-peer contacts. The key question addressed in this course is: How can the public and private sectors work together to facilitate the flow of capital and investments that stimulate business growth and overall economic development? |

This course is designed for officials and other participants who are interested in learning more about the structuring and negotiating of financial transactions between developing/emerging countries and their external sources of funds. Scarcity of external funds and development assistance as well as greater conditionality and a plethora of loan documentation require government officials and financial negotiators to better understand international financial markets and financial flows as well as know their lenders better. This state-of-the-art course on negotiation of financial transactions will allow the participant to understand the global negotiating environment, prepare for multilateral, bilateral and commercial negotiation situations as well as weigh the relative advantages and disadvantages of a particular financial transaction. This course will also delve into the importance of forming multidisciplinary teams of negotiators (both lawyers and non-lawyers) and provide pointers to optimal preparation in financial negotiations. This course is relevant to a global audience of finance sector officials, debt managers, lawyers involved in international financial transactions, as well as economists and policy makers. |

This advanced course will build on the basic course and provide practical insight into the entire spectrum of activities that relate to the buying and selling of financial instruments. This online training course is designed to provide participants with working knowledge of the importance of capital markets to domestic economic growth and the role and responsibilities of companies and government and other sectors to foster such development. How must economies calibrate the role of government in financial sector development and the demands of the investment community to ensure optimal economic growth, employment opportunities and strong and continuing tax bases? How must officials abide by transparency, accountability, disclosure policies and accounting standards in regards financial market development? These are some important questions which this course will address. We will spend less time discussing why there are problems in market development and much more time discussing what we can do to improve market growth. The principal direction of this course is to go from where we are and to build upon our strengths, rather than dwell on past problems and failures. Experience in prior training has shown that dialogue between public and private sector representatives is highly beneficial to an understanding of respective interests and concerns. We therefore will encourage participation by the government sector, academic institutions and think tanks, financial regulatory bodies, private sector individuals such as brokers, lawyers, accountants, company directors, and trade organization officials. |

Twenty years ago, development was seen as being just about economic growth. The focus at least in terms of international financial and economic transactions, was on building infrastructure and stimulating economic growth. Today the focus has broadened to include poverty alleviation, empowerment, governance, equity, environment, culture, i.e. to see development as being an integrated process involving all aspects of economic, social and political life. This e-Learning course, which is intended for both lawyers and non-lawyers, will bring to light the importance of the ‘legal aspects' pertaining to borrowing in general and public debt management in particular. This course will run participants, in a systematic manner, through the entire borrowing cycle and will highlight the importance of getting timely legal input into the borrowing process, with the aim of reducing the cost of borrowing and making a borrowing transaction sustainable. |

Financial markets are changing continually and new borrowing instruments are being developed. It is vital for those involved in borrowing and financial management to keep their knowledge and skills up to date. For many developing countries, the need to develop and broaden their financial market is a vital step in strengthening both the public and private financial sector. This course, intended for lawyers and non-lawyers, starts by explaining in laypersons terminology the importance of structuring, negotiating and drafting international contracts and loan agreements. It then takes a set of contracts – from bilateral, multilateral and commercial transactions – and explains their structure and key clauses. Special emphasis is placed on how teams of negotiators should negotiate and draft specific clauses of contracts and loan agreements. Best practice examples are also provided all along this course. |

It is a mindset which colours all our actions, not just those specific situations we call 'negotiations'. Negotiating is not a one-off activity or a finite set of skills. It is an on-going challenge, which benefits from continual practice, analysis and review. From time to time, it needs expert coaching to raise it to a new level. To state the obvious, negotiating is important.
This UNITAR Negotiation Skills online course is a foundation course developed to help professionals in full time work. It revisits important and time tested concepts of negotiation, which form the building blocks for skilled negotiators. The skills and techniques which are exposed in this online course are designed to help officials from all sectors, including public, private, civil society and the academia. This course forms part of a series of Negotiation Training courses that UNITAR is developing for a worldwide audience of officials and professionals. An important component of this course is a hands-on online Simulation Exercise which will give participants an international negotiation perspective through peer-to-peer exchanges under the guidance of an expert.
Lastly, this course has been developed on the premise that there is no one right way to negotiate, only systematic thinking helps along with the use of an analytical framework to set strategy for negotiating case-by-case. |
